4 Accused of Richton Park Beating

A mom, her two children and another man have been charged with attempted first-degree murder and aggravated battery in connection to the group beating of a man Thursday night in south suburban Richton Park.
Judge Maria Kuriakos Ciesil set bails at $500,000 for the mother, Keetha Moore-Bankhead, 48, and Luis Pacheco, 18.
Moore-Bankhead's 24-year-old son, Ozzie Moore, was denied bond, while  her daughter, Maria Moore, 17, of Park Forest, was ordered held in lieu of $250,000 bond during the same hearing Sunday in Cook County criminal court.
Ozzie Moore is hospitalized with chest pains, according to Chicago police.
The group allegedly swarmed a 30-year-old Richton Park man Thursday night whom Ozzie Moore claimed jumped him a few weeks ago, according to court documents.
In the end, the victim suffered 17 stab wounds, a broken arm and punctures to his kidney, bladder and leg.
Assistant State’s Attorney Anthony Gattuso said the victim was also stabbed in the back, and that he could face paralysis.
He was initially taken to St. James Hospital and Health Centers in Olympia Fields, according to court documents, and was later transferred to Christ Advocate Medical Center in Oak Lawn.
According to court records, Maria Moore was picked up by the three at Rich Central High School in Olympia Fields on Thursday, where she is a student.
The four were stopped at a 7-Eleven near the 22300 block of Ridgeway Avenue in Richton Park at about 6:30 p.m. Thursday, when Ozzie Moore spotted the 30-year-old victim, according to court documents.
In her statement to police, Moore-Bankhead, of Richton Park, said her son told her: “There goes that guy, mom,” according to court documents.
“Go take care of him and finish this,” Moore-Bankhead said, according to Ozzie Moore’s police statement in the court records.
With Moore-Bankhead behind the wheel of her 2004 Chrysler Pacifica, the group passed the victim a few times before stopping in front of him on Ridgeway, according to court documents.
Ozzie Moore jumped out and asked the victim, “Do you remember me?” according to court documents.
The man ran, but Ozzie Moore caught him and the two started fighting, according to court documents.
At one point, the victim was on top of Ozzie Moore, and he pulled a knife out and started stabbing the victim, according to court documents.
Pacheco, of Chicago Heights, who is Ozzie Moore's friend, kicked the victim in the head, according to court documents.
At some point during the melee, Ozzie Moore inadvertently stabbed Pacheco in the inner right thigh as Pacheco was kicking the victim, according to court documents.
Moore-Bankhead walked up during the fight and tased the victim repeatedly as he was being stabbed by her son, according to Gattuso and court documents.
Maria Moore allegedly hit the victim and said, “Come at me, bro.”
One witness told police the four were “stomping” the victim.
“The two females involved had been the most vicious aggressors in the attack,” a witness told police, according to court documents.
After a man came out and told the four he was going to shoot them or call the police, the group fled and Moore-Bankhead drove to a body of water in Richton Park and threw her son’s knife and a knife Pacheco had into the water, according to court documents.
Then they went to a family’s house in Crete and ate dinner, according to court records.
Moore-Bankhead is Maria Moore’s biological mother, but Maria Moore does not live with her mother, Gattuso said in court.
After the alleged attack, Ozzie Moore scolded his sister in the truck, according to Maria Moore’s police statement.
“Ms. Moore stated Ozzie told her that she is the ‘weakest link’ in the bunch because she was crying and shaking,” according to the statement included in the court documents.
Moore-Bankhead, Ozzie Moore and Maria Moore were all arrested early Friday at Maria Moore’s Park Forest home, according to court documents.
Pacheco was arrested Friday at Bloom High School in Chicago Heights, where he is a student, according to court documents.
According to a police report included in the court documents, Richton Park police found Ozzie Moore on April 15 with his left eye cut and his face covered in blood, on the same block where he lives.
Ozzie Moore refused to press charges against whomever attacked him, according to the report.
“I don’t know who did it, I don’t know what happened and I don’t deal with police,” he said, according to the report. “So I’m not going to tell you anything.”
Then, according to the report, Ozzie Moore told police “he would handle it on his own.”

Suburb Woman runs down woman

A Matteson woman is being held on bail after she allegedly ran over her ex-boyfriend's new girlfriend Thursday in Park Forest, prosecutors said.
Alexius Keys, 20, was ordered held in lieu of $750,000 bail on an attempted murder charge in a Cook County Bond Court hearing Sunday.
Police were called to the 400 block of Rutledge Street in Park Forest about 6 p.m. Thursday after Keys saw her former boyfriend driving with his new girlfriend, according to court documents.
After seeing the couple, Keys rear-ended their vehicle, causing them to stop and get out, Assistant State's Attorney Anthony Gattuso said.
At that point, Keys drove in reverse across a lawn and struck the woman, Gattuso said in court.
She ran the woman over and dragged her several feet under the vehicle, Gattuso said.
The woman suffered a broken arm, back fractures, a bruised lung, rib fractures and had a layer of skin scraped from her lower back and buttocks, he said.
Keys collapsed during her bond hearing, then was taken out of court as she shouted, "I love y'all" and "forgive me," to family in attendance.
Keys' family declined to comment.

Lil Reese Arrested

South Side rapper Lil Reese was caught sleeping in a car early Sunday and arrested on a warrant.
The arrest warrant was issued Friday in Champaign County for Lil Reese, 20, whose birth name is Tavares Taylor.
He was arrested about 4 a.m. Sunday in the 4400 block of South Wells Street after a police officer on patrol saw him sleeping in a vehicle, according to Cook County court documents.
Taylor has risen to prominence in recent years as a pillar of Chicago's "drill" rap scene. He is part of local rap luminary Chief Keef's Glory Boyz Entertainment clique and has a deal with Def Jam Recordings, a label whose clients include Rihanna and Ludacris.
The arrest warrant issued Thursday is connected to charges of criminal trespass to a residence with persons present, mob action and battery that allegedly took place in February 2012, according to the Champaign County Circuit Clerk's website and Cook County court documents.
Officials at the Champaign County Sheriff's Office would not give further information about the charges Sunday, saying they could not comment because Taylor is not in their custody.
Taylor was being held in lieu of a $100,000 bail Sunday.
He pleaded guilty to burglary charges in May 2010 and received two years of probation, according to Cook County court documents.
He was stopped April 13 in the 6600 block of South Wentworth Avenue in Chicago and charged with driving without insurance, no driver's license and not signaling, according to court documents.
He sparked outrage in October after video footage purportedly of him beating a young woman went viral.
The grainy video taken with a camera phone reportedly shows rapper Lil Reese attacking the unidentified woman. It was posted on various hip-hop websites and angered thousands on Twitter.
The video, which lasts a little more than a minute, shows a man entering a residence and arguing with a young woman. The two then get into a physical altercation.
Lil Reese acknowledged the video on his Twitter account before suggesting the incident occurred "years ago."

1 Dead, 8 Wounded Across Chicago

A 34-year-old man was killed early Sunday morning and eight others wounded since Saturday afternoon in shootings from the Northwest Side to the Southeast Side.
The man killed was shot about 6:05 a.m. in the 2500 block of West Division Street in the Humboldt Park neighborhood on the West Side and was pronounced dead at John H. Stroger, Jr. Hospital of Cook County at 6:35 a.m., authorities said.
The man killed was shot in the head, and a second man, age 20, was shot in the arm and later walked into West Suburban Hospital in Oak Park, said Chicago Police Department News Affairs Officer John Mirabelli.
A dispute that is believed to have started in an after-hours bar on Division Street escalated and then spilled out onto Division Street, Mirabelli said. The two men were shot, and the glass of the place where the fight started shattered in the course of the shooting, he said.
The man wounded in the arm fled the scene, leaving a trail of blood that ended two blocks away, in the 2700 block of West Haddon Avenue, police said.
One witness heard three or four shots, then "saw a Chrysler Sebring fly by, with tinted windows. It was brownish or goldish." The witness saw two cars pulled over, one a blue PT Cruiser, and heard a couple of girls but mostly guys arguing. " 'Just get in the car, just get in the car,' they were saying to one of them," the witness said.
The building across the street from the killing Рa yellow, four-story building with a stucco-type fa̤ade with glass offices and stores below Рhouses offices for State Rep. Cynthia Soto and Alderman Roberto Maldonado.
Residents who lived above the storefront where the shooting occurred – described by neighbors as a "speakeasy" where a few in the neighborhood gather to drink – leaned over to watch the action below. The glass from the front door had been shattered and trickled down a cement slope in front, where it gathered like snow at the sidewalk.
Others who knew the man who was killed watched from across the street, sharing cigarettes and fretting over the man's fate. One thought he was dead but wasn't certain. Another tried to be more optimistic. All except one pooled into a minivan and drove away.
One walked with his hood up down a gangway southward toward Haddon Street, where he lived.
Steve Campos, 62, leaves his Humboldt Park home – a neighborhood he's lived in for 35 years – for a leisurely bike ride each morning. He approached Division Street from Maplewood Avenue, pedaling slow, and turned toward the crime scene tape. He stopped.
"It used to be bad, years ago," he said of violence nearby. "You get tired, you can't walk in your neighborhood. It's ridiculous. Young guys want to kill each other over stupidity."
Earlier about 2.5 miles southwest, in the area around Franklin Boulevard and Central Park Avenue in East Garfield Park, a 30-year-old man was shot in the arm by police, after he pointed a shotgun at police from his car.
An 18-year-old man suffered four gunshot wounds, including in the legs and buttocks, about 4 a.m. in the 2000 block of West Randolph Street in the West Town neighborhood on the West Side.
He was walking east on Randolph with at least one friend when someone came around the corner and started shooting, police said. He ran to the back of the building he had been in front of and fell down. The van he had been standing next to had its windows shot out.
In the East Garfield Park neighborhood, another man, 28, was shot in the 3800 block of West Huron Street about 3:15 a.m. He had been standing on a corner with another man and told police he "heard shots and felt pain." Police said he "became uncooperative" when he got to the hospital.
Another man, 29, was shot in his big toe about 2:15 a.m. during a robbery attempt in the 3500 block of West Barry Avenue in the Logan Square neighborhood on the Northwest Side. He walked into Norwegian-American Hospital with the wound and he's in good condition.
A 21-year-old man walked into the Austin District police station at Central Avenue and Madison Street in the Austin neighborhood with a gunshot wound to his buttocks about 1 a.m. Sunday, according to police. He had been shot in the 5400 block of West Monroe Street and was taken to Mount Sinai Hospital in good condition, Chicago Police Department News Affairs Officer Ron Gaines said.
Someone shot a 19-year-old man in the Jeffery Manor neighborhood on the Far South Side about 11:10 p.m., police said. He was hit once in the back in the 2100 block of East 97th Street and taken to Advocate Christ Medical Center in critical condition.
He was facing a house on the block when he heard gunfire and was hit and then ran into a gangway to flee the gunfire. He ran back out after blood had pooled there and collapsed on the front lawn, where police found him.
In the city's South Shore neighborhood, a 54-year-old man shot himself in the abdomen in the 7200 block of South Paxton Avenue at 3:15 p.m., according to Chicago Police Department News Affairs Officer Joshua Purkiss. The shooting is believed to have been accidental.
He was taken to Northwestern Memorial Hospital where his condition had stabilized, according to Purkiss.
The victim apparently shot himself, according to a Grand Crossing District police lieutenant who was citing preliminary information.
In the Englewood neighborhood about 1 p.m., a 19-year-old woman was shot twice in the leg in the 6700 block of South Lafayette Avenue, said Purkiss.
An ambulance took her to Holy Cross Hospital in serious-to-critical condition, said Chicago Fire Department spokesman Will Knight.

Suspect who killed 5, helps little girl

After he shot his way into a home in the small town of Manchester, police say Rick Odell Smith gunned down a great-grandmother, a young couple and three young children. Then he did something that puzzled authorities.

He scooped up one of the children, a 6-year-old girl who was still alive, and carried her to a neighbor's home. Then he jumped into his white Chevy Lumina and sped off. Police caught up with him hours later and he died in a gunfight with officers.

State Police Lt. Col. Todd Kilby couldn't explain Smith's apparent concern for the girl. "All I have is that it was a neighbor" who took her in, he told reporters.
A source said the man told the neighbor to take her to a hospital. The neighbor called police.

The girl, Kassidy Ralston, remained in critical condition at a hospital in Springfield with facial injuries, according to family and a source.
The girl's great-grandmother, her parents and her younger brothers all died in the rampage. While oficials have not released their names, relatives identified them as Joanne Sinclair, 65, Brittany Luark, 22, her boyfriend Roy Ralston, Nolan Ralston, 5, and Brantley Ralston, 1.
Smith, 43, approached the family's home southwest of Springfield shortly before dawn, around 4:30 a.m. Police said he used a shotgun to blast through a back door, and was also armed with a hunting rifle with a scope and a large hunting knife.
Smith shot the people with the shotgun at close range, police said.
Roy Ralston was found in a hallway of the home, the two boys in a bedroom and Sinclair and Luark in another bedroom, Kilby said.

"The guy broke into the house," said Brad Teeter, Sinclair's son-in-law. "I couldn't tell you about the guy, never met him, never seen him, never talked to him. He apparently broke into the home of my wife's mother and shot everybody inside."

"I'm at a loss right now," Teeter said.

State police would not comment on a possible motive. But a neighbor said Smith had been going through a custody battle with Sinclair's daughter over their 4-year-old child. Neither she nor the girl were in the home at the time of the shooting, according to authorities and the family.

"He was under a lot of stress. ... There was a lot of problems with custody with the daughter," said a neighobor of Smith's near his home in Roodhouse.

The neighbor said Smith had lived with the woman at his home until recently. The neighbor said the two had been together for about five years.

The neighbor said Smith worked as a jack of all trades. "He did odd jobs for people, he could fix anything. He was a really hard worker," the neighbor said.

The neighbor said Smith had custody of their daughter fairly often but "I know there was a lot of friction with (her) family."

An all points bulletin was issued for Smith and he was arrested around 7:30 a.m. after a brief chase. Police said that when Smith exited his car he began shooting at police who returned fire and struck Smith. He was taken in critical condition to an area hospital where he was pronounced dead at 10:10 a.m., police said.

A Winchester woman said she turned on the police scanner at her home around 7 a.m. after learning her children's school was closed because of an emergency. She heard a police chase on the scanner and realized the shooting suspect was approaching her home.

She went outside and saw a white car cruise by, chased by about three or four police cars. After the car went by, it spun out and crashed about a half-mile away. Then she heard a volley of gunshots.

"It's a tragic thing, you don't ever think it will happen close to home," the woman said.
Manchester Village President Ron Drake, 66, said he was alerted around 4:45 a.m. by a page asking Scott County officials to respond to a multiple shooting. As he approached the scene, authorities told him the suspect was his nephew.

Drake said Smith was the son of his wife's sister and that the shootings have "devastated" the family. Drake said he had not spoken to Smith in about two years and said Smith had not spoken to his mother since August.

He said Smith was unemployed but there were no warning signs that something like this would happen.

"The last time I talked to him, he was real decent and everything," Drake said. "It's devastating, people in the community I talked to just think it's a tragedy. We have to work together and bring it back to where it was before."

"We're just going to have to press on and ask the Lord to help us go on," he said.

Police said Smith had been arrested in the past for reckless homicide, but details were not available. Drake was unaware of his nephew's criminal background.
Police said the last homicide reported in Scott County was in 1993. These are the first murders in the town of 300 in the 43 years Drake has lived there.
"I've lived here for 43 years and my wife's lived here for all of her life and there's never been a homicide."

5 Shot In Home

A grandmother, a young couple and their two small children, 1 and 5, were found slain in a home in the small town of Manchester, about 50 miles southwest of Springfield, according to police and relatives.

The suspected gunman died after he exchanged gunfire with police during a chase, officials said. Police did not name him, but relatives and neighbors identified him as Rick Smith, 43, who lived in Roodhouse about five miles from Manchester.
The slain family members were identified by relatives as: Joanne Sinclair, 65, her granddaughter Brittany Luark, 22, her boyfriend Roy Ralston, Nolan Ralston, 5, and Bradley Ralston, 1.
Another child, Cassidy Ralston, 6, was in serious condition, according to Brad Teeter, Sinclair's son-in-law.
"The guy broke into the house," Teeter said. "I couldn't tell you about the guy, never met him, never seen him, never talked to him. He apparently broke into the home of my wife's mother and shot everybody inside."
"I'm at a loss right now," said Teeter.
State police would not comment on a possible motive. But a neighbor said Smith had been going through a custody battle with the mother of their 4-year-old daughter. The woman is Sinclair's daughter.

"He was under a lot of stress. . .There was a lot of problems with custody with the daughter," the neighbor said.

Manchester Mayor Ron Drake, 66, said he was alerted around 4:45 a.m. by a page asking Scott County officials to respond to a multiple shooting.

An all points bulletin was issued for the suspect and he was arrested shortly before 8 a.m. after a brief chase. "From the time they spotted him to the time they stopped was probably 10 minutes on the chase," Drake said.
After he was pulled over, shots were exchanged, according to the state police.
These are the first murders in the town in the 43 years he has lived there. He said 300 people live in the town.

"It's a tragedy," he said. "I've lived here for 43 years and my wife's lived her for all of her life and there's never been a homicide."
Illinois State Police responded with local police and SWAT teams overnight, she said. Schools in the area were closed as a precaution.

14 yr old boy body found in Marquette Park

The body pulled from the Marquette Park lagoon on the Southwest Side last week was that of a 14-year-old boy who had been missing since March, according to authorities.
Police and the Cook County medical examiner's office initially said the person found in the lagoon was a man in his 20s.
He has since been identified as Julius Campbell, 14, of the 5900 block of South Artesian Avenue in the Chicago Lawn neighborhood, according to a spokeswoman for the Cook County medical examiner's office.
Campbell's mother, Christina Campbell, said her son was an artist who also enjoyed participating in Junior ROTC. Christina Campbell said she knew something was wrong as soon as the Gage Park High School freshman didn't come home last month.
"This was out of the norm for my child," she said. "He'd never done this before. I was telling everybody that something was wrong, something was wrong. ... He calls me when he's gonna be late. He was just one of those kids who followed the rules of the house."
The mom described her child as "kindhearted" and "hardworking." She said she had no idea who might have killed him.
"He was just a real inspirational child and he brought smiles to a lot of people's faces," Christina Campbell said.
The park where Campbell was found, in the 6700 block of South Kedzie Avenue, is about two miles from where Campbell lived.
Police were called to the lagoon on the morning of April 12 to attempt a recovery. An autopsy the next day showed that Campbell died of multiple stab wounds.
His death was ruled a homicide.
Chicago police had issued a missing person news alert for the boy on March 10 that said he had last been seen March 7 near Gage Park High School, 5630 S. Rockwell St. Police said today that the missing persons case was closed April 18, after Campbell's body had been found.

Mother, boyfriend charged with murder of 1 year old Maywood boy

The mother of a 1-year-old boy and her boyfriend have been charged with first-degree murder, according to the Cook County state's attorney's office.
Lakesha Baker, 22, and Michael Scott, 21, both of the 300 block of South 10th Avenue in Maywood, each have been charged with murder in connection with the death of 1-year-old Bryeon Hunter. Baker was ordered held with no bond in bond court Saturday and Scott's bond was set at $750,000.
Sally Daly, spokeswoman for the state's attorney's office, said the boy's body has not been found yet, she said.
Hunter's grandmother, Brenda Lloyd, had no comment on the charges against her daughter.
"You'll have to talk to my lawyer," she said.
An Amber Alert was issued Tuesday afternoon because the boy was reported missing.
Maywood Police Chief Tim Curry said officers began searching the Des Plaines River that night and continued through much of the day Wednesday. He said that was standard protocol and not the result of specific information.
"We don't have any witness information that led us to the river," he said at the time. "This is the usual protocol for a missing person case."
Friday night, Curry had no comment.
Multiple agencies were called in to assist with the search, including the Cook County sheriff's canine unit. A department representative said the search was called off because of the weather but said officers expect to resume.
Wednesday afternoon, Brenda Lloyd was at the Maywood police station, where she said her daughter — Bryeon's mother — and the daughter's boyfriend were being interviewed by police. Law enforcement sources close to the investigation confirmed that the two were being interviewed.
Curry said the boy's mother said that she and Bryeon were on their way to a park Tuesday afternoon when three men jumped out of a black sports car, beat her and took Bryeon with them.
But Curry said that after interviewing the three men the boy's mother identified as her attackers, investigators concluded her account was inaccurate.

8 Wounded in Shootings Across Chicago

Eight people were shot Thursday afternoon and Friday morning from the Old Irving Park neighborhood on the Northwest Side to the West Pullman neighborhood on the Far South Side, police said.
A man, 34, was dropped off at Our Lady of the Resurrection Hospital with gunshot wounds to his torso about 12:20 a.m. Chicago Police Department News Affairs Officer Hector Alfaro said. The man was shot  south of the intersection of Irving Park Road and Avondale Avenue and was transferred from OLR to Advocate Illinois Masonic Medical Center.
Two people were wounded within blocks of each other in West Pullman today, police said.
A 37-year-old man was shot about 10:15 p.m. in the 12300 block of South Emerald Avenue about 10:15 p.m., Alfaro said. Someone saw a car speeding from the scene and the shooting may have been a drive-by but police aren't certain. They responded to a call of a person shot and found the man on the sidewalk bleeding from his body and arm.
About 5 p.m. in the same neighborhood, in the 12000 block of South Lafayette Avenue, two 19-year-old men were shot in the legs, said Police News Affairs Officer Veejay Zala.
All three were taken to Advocate Christ Medical Center in Oak Lawn in serious-to-critical condition, according to police and the Chicago Fire Department. It's not clear if the shootings are related.
About 7:15 p.m., a 16-year-old boy was shot in the left thigh on the 1500 block of East 62nd Street, police said. The boy was taken to Northwestern Memorial Hospital where his condition has been stabilized, police said.
Early reports said the boy was standing on the sidewalk when he heard gunshots and soon after felt  pain, police said.
Another man, whose age wasn't available, was shot about 4 p.m. in the South Austin neighborhood on the West Side. He was robbed of some cash and shot in the left shoulder in the 100 block of North Mason Avenue and taken to Mount Sinai Hospital with a wound to his left shoulder, Alfaro said.
About 3:10 p.m. a 44-year-old man was shot in the 3000 block of Carrol Avenue in the East Garfield Park neighborhood. He was taken to John H. Stroger Jr. Hospital of Cook County in serious condition.
About 1 p.m. a man was shot in the 3500 block of West North Avenue in the Logan Square neighborhood. The 36-year-old was shot in the stomach more than once while standing on a sidewalk, Alfaro said. He's in stable condition at Mount Sinai Hospital.

Charges upgraded against death of child

Prosecutors have upgraded charges to first-degree murder against a Chicago couple accused of smothering their infant daughter to stop her from crying.

Rigoberto "Rico" Rodriguez, 29, and Angela Petrov, 21, initially faced charges of aggravated battery to a child after their 5-month-old daughter was found unresponsive April 11 in the mother's home in the West Ridge neighborhood.

Angelina Rodriguez suffered brain swelling because of a lack of oxygen, prosecutors said. She died four days after she was removed from life support.

Prosecutors said the parents denied harming their child but they eventually confessed that Rodriguez repeatedly put his hand over Angelina's mouth to stop her from crying while Petrov, in the same room, did nothing to intervene.

Later, after awakening from a nap, the couple said they tried to revive the baby inside the home on the 2500 block of Fitch Avenue by throwing water in her face and administering cardiopulmonary resuscitation before Petrov called 911, according to court records.

The girl was taken to St. Francis Hospital in Evanston before being moved to Lurie Children’s Hospital, where she died after being baptized at her parents' request, the records stated.

Medical personnel noted the baby’s injuries were consistent with a hand being placed over the mouth and blocking the airway, according to court records.

The records also state that the baby's 6-year-old sibling told police he witnessed Rodriguez place his hand over Angelina's mouth several times in the past as well as that morning as a way to quiet her.

He also told police his mother "sat in the chair and did nothing" during the incident, records showed.

State child welfare officials have placed the boy and a 2-year-old sibling in a temporary foster home under a safety plan.

The Illinois Department of Children and Family Services had been investigating the family since a Jan. 29 hotline call involving possible abuse to the older boy, who is the only one of the three children who is not Rodriguez's biological child.

The boy had marks on his neck that appeared to be "rope burns," according to court documents. DCFS had determined the allegations were unfounded.

Rodriguez has a prior criminal history for domestic battery and resisting arrest, records showed. He was diagnosed with bipolar disorder but told police he had stopped taking his medication.

Petrov has no criminal history. Records showed she dropped out of eighth grade, when she had her first child.

Illinois House passes medical marijuana bill!

The Illinois House today approved a measure to let people use marijuana for medical purposes, giving the proposal its best chance of becoming law in recent years.
The House sent the bill to the Senate on a 61-57 vote. The Senate previously has passed similar legislation.
Proponents say the legislation, which would set up a four-year pilot program, would be the most restrictive in the nation. Seventeen states and the District of Columbia have approved some form of marijuana use for medical purposes.

The legislation, sponsored by Rep. Lou Lang, D-Skokie, had come close in the House but previously fallen short. Passing the House was viewed as the biggest hurdle in the legislature because the Senate previously has passed a similar bill, though not this year.

At the Capitol earlier today, Gov. Pat Quinn said he is “open-minded” on the issue. Quinn said he heard a story from a military veteran during a meeting in the governor’s statehouse office that provided compelling reasons to use cannabis for relief of pain.

“He was suffering from war wounds and found definite help by medical use of marijuana,” Quinn said. “I was quite impressed by his heartfelt feeling. I’m certainly open-minded to it.”

Marijuana, despite drawing questions and controversy, is seen by supporters as a progressive and safer alternative to harsh medication in treatments of various chronic illnesses like cancer, HIV or multiple sclerosis.

Under this bill, an individual could be prescribed no more than 2.5 ounces of marijuana during a two-week period. A doctor who prescribes marijuana must have had a prior and ongoing relationship with the patient—a move to lessen the chance that doctors could give out prescription weed willy-nilly.

Additional restrictions and regulations create numerous other hurdles before a person could get cannabis. The prescribing doctor must be licensed to practice in Illinois.

The House action comes after Cook County, the city of Chicago and some other cities have decriminalized possession of marijuana, allowing violators to be ticketed rather than booked into the jail.
